The goverment makes potlucks and bbq’s illegal

Today, the Chicago Tribune ran a story where the city of wheeling wants to make potlucks illegal.
Basic premise:
- A Filipino man roasted pigs in his private property, fenced backyard
- Donates his roasted pigs to a potluck at a catholic church
- Later, the city gives him a citation for allegedly having a catering business without a license
- However, he never sold the pigs to church, just donated them
Did I mention that the government was tipped off by a feature story in Tribune where they highlighted the cultural significance of pig roasting?
