The AP gets it wrong

A few days ago, a special state committee discussed the possibility of giving Texan high school dropouts a voucher.
That discussion went nowhere but I do need to correct the AP in their story.
They said the following:
Under a voucher program, students could attend any school their parents choose at state expense, whether the school be public or private.
Umm, state expense?
No.
Let’s frame the issue correctly, at taxpayers expense. The same taxpayer who is paying and doesn’t have his or her kid in the system and could probably benefit from a voucher.
